On December 19, 2007, the president signed into law the Virginia Graeme Baker Pool and Spa Safety Act. Graeme Baker was a young girl that tragically died in June 2002 after becoming entrapped in a spa drain. In order to prevent such tragedies, the federal act requires that all public swimming pools, spas and special use pools have an anti-entrapment and anti-evisceration mechanism installed by December 19, 2008.
Enforcement of this new federal legislation will fall on The Consumer Products Safety Commission and the burden of compliance on the operator of each of these pools and spas.
