Temporary Food Service Operations

Temporary Food Service Packet

Temporary Food Service Organizations (FSO) and Retail Food Establishments (RFE) give people the opportunity to prepare and sell food on a short term basis at festivals and events.  All food booths at these events are inspected to ensure that food safety guidelines are followed.

Temporary FSOs and RFEs cannot operate for more than 5 consecutive days and no more than 10 temporary licenses can be issued per person each licensing year. A license is required for any place, location, site or separate area where food is prepared or served for a charge or required donation. If food is offered free of charge without a suggested or expected donation a license is not necessary.

An application for the event must be submitted to Clermont County General Health District prior to the event. We cannot accept applications or money at the event.  Any facility found to be selling food without a license will be ordered to close.

All food must be prepared at the event or at a licensed FSO or RFE. Food prepared at home is prohibited. There must be a means of hand washing, (bathrooms are not acceptable) and a three-compartment system to wash rinse, and sanitize any dishes and utensils used in the operation, complete with water, dishsoap and sanitizer. A food thermometer capable of monitoring the internal temperaturs of the foods you intend to sell is required, an approved sanitizer (unscented bleach is ok), soap and paper towels. Temporary food operations must have a method for maintaining cold foods at or below 41°F and hot at or above 135°F. Ready to eat foods may not be handled with bare hands.  Operators must use utensils or gloves to handle ready to eat food.
