How to Apply for Septic System Permit for New Construction or Repair/Replacement

All new construction applications must include a Sewage Treatment System (STS) design from a registered designer as well as the information listed below.  The Clermont County General Health District must review and approve plans prior to construction.  The purpose of this review process is to:

  • Assure that the new construction will meet the requirements of the Ohio Administrative Code and local health district regulations; and
  • In the event the new construction is making use of an existing sewage treatment system, make sure that any existing sewage system deficiency is remedied.

Applicants must submit the following information to the Health District office (we will complete the application at that time).  The application cannot be initiated without all required information and applicants can avoid being turned away by checking that all needed documentation is available.

  1. Copy of the recorded Deed for the parcel
  2. Zoning permit (Not required for replacement)
  3. Floor plan of the proposed home
  4. Parcel Identification Number (PIN)
  5. Site plan on a 1” equals 50’ scale or less with the following:

(a)   North directional arrow.
(b)   Identified vertical and horizontal reference point or benchmark with its location clearly marked at the site.
(c)    Designation of the described soil boring and/or excavation locations from the soil and site evaluation (Not required for replacement).
(d)   Outline of existing and proposed structures, driveways and other hardscapes, and other related items on the property.
(e)   Location of STS components and a replacement area (Not required for replacement).
(f)     The dimensions of the property with horizontal isolation distances to the STS and replacement area from the items designated in paragraph (e) of rule 3701-29-07 of the Administrative Code, including but not limited to private water systems and surface water features.
(g)   Topography for the areas of the dwelling and/or structures to be served and the proposed STS and designated replacement areas including an indication of drainage features in these and surrounding areas.
(h)   Designation of any easements, disturbed areas, or wooded areas within fifty feet of the proposed STS and replacement area, or other site characteristics or obstructions that may affect the installation or operation of the STS.  All new construction within the Tate Monroe Water Association service area must have water main easements confirmed.  Contact Tate Monroe Water at (513)734-2236.
